House to examine plan for United Nations to regulate the Internet

House lawmakers will consider an international proposal next week to give the United Nations more control over the Internet.

The proposal is backed by China, Russia, Brazil, India and other UN members, and would give the UN’s International Telecommunication Union (ITU) more control over the governance of the Internet.

It’s an unpopular idea with lawmakers on both sides of the aisle in Congress, and officials with the Obama administration have also criticized it.

“We're quite concerned,” Larry Strickling, the head of the Commerce Department's National Telecommunications and Information Administration, said in an interview with The Hill earlier this year.

He said the measure would expose the Internet to “top-down regulation where it's really the governments that are at the table, but the rest of the stakeholders aren't.”

At a hearing earlier this month, Sen. Marco Rubio (R-Fla.) also criticized the proposal. He said China and Russia are "not exactly bastions of Internet freedom."

"Any place that bans certain terms from search should not be a leader in international Internet regulatory frameworks," he said, adding that he will keep a close eye on the process.

Yet the proposal could come up for a vote at a UN conference in Dubai in December.

Next week’s hearing is expected to bring more attention in the U.S. to the measure, which would give the UN more control over cybersecurity, data privacy, technical standards and the Web’s address system. It would also allow foreign government-owned Internet providers to charge extra for international traffic and allow for more price controls.

The House Energy and Commerce subcommittee on Communications and Technology will hold the hearing and hear testimony from Robert McDowell, a Republican commissioner on the Federal Communications Commission (FCC); David Gross, a former State Department official; and Sally Shipman Wentworth, the senior manager of public policy for the nonprofit Internet Society.

The Internet is currently governed under a “multi-stakeholder” approach that gives power to a host of nonprofits, rather than governments.

Strickling said that system brings more ideas and flexibility to Internet policymaking.


In an op-ed earlier this year in The Wall Street Journal, McDowell warned that “a top-down, centralized, international regulatory overlay is antithetical to the architecture of the Net.”


“Productivity, rising living standards and the spread of freedom everywhere, but especially in the developing world, would grind to a halt as engineering and business decisions become politically paralyzed within a global regulatory body,” McDowell wrote.

He said some governments feel excluded from Internet policymaking and want more control over the process.

“And let's face it, strong-arm regimes are threatened by popular outcries for political freedom that are empowered by unfettered Internet connectivity,” McDowell wrote.

Marco Rubio on national ticket could be risky bet for Republican Party

Just a week after the paper misfired badly at the Florida Senator, it’s not only giving it another go; it’s using its own discredited and quietly scrubbed smear piece as evidence to support itself.

But Rubio’s role in recent controversies, including a dispute with the country’s biggest Spanish-language television network and new revelations that he had mischaracterized his family’s immigrant story, shows that any GOP bet on his national appeal could be risky.

One of the biggest hallmarks of the MSM dinosaur in its death throes is the tendency to reveal which Republicans scare it the most, and to provide clues to the GOP as to how it should react (whether the GOP has honed its clue-taking ability is a story for another post).

The previously indomitable message machine for the Democrats is so unused to vulnerability that it panics way ahead of time. Predictably, the panic tends to manifestitself in stories about what is or is not good for the Republican party. Because, you know, the MSM has a history of really, really caring about Republicans.

Concern duly noted and heartily laughed at.

A charismatic young Hispanic Republican Senator from the biggest swing state in American electoral politics is someone to be greatly feared as far as the left-leaning media is concerned, and Marco Rubio has had them sweating for a while.

Of course, WaPo doesn’t just use its own dubious reporting to bolster predictions of Rubio’s risk value for the GOP, there’s also the fact that Democrats have already decided how Hispanic voters should behave.

Democrats had already questioned whether a Cuban American who has voiced conservative views on immigration and opposed the historic Supreme Court nomination of Sonia Sotomayor, the first Latina justice, could appeal to a national Hispanic electorate of which Cubans are just a tiny fraction but have special immigration status.

Naturally, Democrats and the Washington Post should be the go-to sources for Republicans to figure out what works.

Sadly, the MSM is never lacking in GOP “experts” to chime in on these “concerned” pieces.

“If he does take that mantle, there’ll be a lot of clarification that he’ll have to make on a whole lot of issues,” said Lionel Sosa, a longtime GOP strategist.

Nothing frightens Democrats more than a minority voter who is a registered Republican. It severely disrupts the meme that the GOP is still secretly getting fitted for Klan hoods at party meetings. Democrats begin to sweat severely when said Republican begins to rise to prominence and they need to get the message out that this will not stand. That is why Rubio was immediately labeled a “risk” and Herman Cain was dismissed as “Pizza Man.”

The amount of fear that Marco Rubio strikes in their hearts is indicated by the fact that they’ve been going after him since he was in second place in primary polling. Thus far, all they’ve been able to come up with is the fact that he might be a liability for Republicans at some time in the future. In each election cycle, the nature of his alleged downside is different, which is really proof that this is more about making a meme stick than anything that is actually occurring.

The Democrats and their mouthpieces in the media are forever explaining to us why this or that Republican is irrelevant, using myopic leftist criteria. In days past, when they controlled all political narrative, many GOP officials and voters would believe a lot of it.

Those days, however, are very, very much in the past. It is time for the GOP to stop playing into their hands, take the gift they’re being given by the floundering left as it reveals its fears, and exploit it.

Miami Herald: WaPost "Hit" on Rubio Manipulates Facts

Manuel Roig-Franzia is a reporter for the Washington Post who once got punched by his 70 year old editor, Henry Allen, for writing “the second worst story [Allen had] seen in Style in 43 years.” That’s right, Roig-Franzia wrote a horrible piece in the Style section. His 70 year old editor did not like it. Roig-Franzia reportedly called his 70 year old editor and Marine a “c**ksucker”, and the Marine punched him.

Manuel Roig-Franzia has a well documented history of being an apologist for the Cuban communist regime and a hater of the Catholic church. He is also now writing a book on Marco Rubio.

We can get a sense of the book by his stunning hit job on Marco Rubio in the Washington Post.. Roig-Franzia claims Rubio has embellished his “compelling version of his family’s history that had special resonance in South Florida.” Again, keep in mind that Roig-Franzia is an apologist for the Cuban communist regime.

Roig-Franzia writes, “a review of documents — including naturalization papers and other official records — reveals that the Florida Republican’s account embellishes the facts. The documents show that Rubio’s parents came to the United States and were admitted for permanent residence more than 21 / 2 years before Castro’s forces overthrew the Cuban government and took power on New Year’s Day 1959.”

Now, there are two problems for Roig-Franzia. First, the communist apologist failed to actually quote Marco Rubio embellishing his story. The Miami Herald really destroys the piece.

The Washington Post just released this interesting story headlined “Marco Rubio’s compelling family story embellishes facts, documents show.” The paper flagged a clear inaccuracy in his official Senate biography that states the Senator’s parents “came to America following Fidel Castro’s takeover.”

That’s false. Rubio’s parents came to the US before then, in 1956. They remained in the US after Castro took over in 1959. They returned to Cuba for brief stints early on, before the country devolved into Soviet-style totalitarianism.

But the top of the story suggests Rubio himself has given this “dramatatic account:” that “he was the son of exiles, he told audiences, Cuban Americans forced off their beloved island after ‘a thug,’ Fidel Castro, took power.”

However, the story doesn’t cite one speech where Rubio actually said that.

To back up the lead, the Washington Post excerpts from a 2006 address in the Florida House where Rubio said “in January of 1959 a thug named Fidel Castro took power in Cuba and countless Cubans were forced to flee… Today your children and grandchildren are the secretary of commerce of the United States and multiple members of Congress…and soon, even speaker of the Florida House.”

The catch: If you listen to the speech, Rubio isn’t just talking about those who specifically fled Cuba after Castro took power. He doesn’t say that his parents fled Cuba. Instead, he was talking about “a community of exiles.” That is: He was talking about all the Cubans who live in Mia

What’s more, Manuel Roig-Franzia does not say how he came to know these facts about Marco Rubio. But Gabriel Malor knows.

Rubio has been hounded since he rose to prominence by birthers intent on sabotaging any further rise he might have in politics. Malor notes, “Birthers intent on somehow proving that he’s not a “natural-born citizen” dug up his parents’ adjustment and naturalization paperwork. That’s where WaPo got the dates for his parents’ arrival to the United States.”

That’s right boys and girls. Manuel Roig-Franzia, who was once punched by a 70 year old for atrocious writing in a freaking style section, uses a Birther originated attack to discredit Marco Rubio and can’t even offer up a quote from Rubio.

And you know what? Even if he could offer up a quote, does it matter? How many of you know the full and accurate story of your parents and grandparents?
